Community consultation to inform Landowners Consent – proposed South Hobart Oval female change rooms, accessible toilet and accessible site access

South Hobart Football Club has secured funding from the Tasmanian Government and the Australian Government to fund dedicated female change rooms at South Hobart Oval (also known as “D’arcy Street”).

We’re keen to hear your thoughts on this development idea before hopefully submitting a development application with Hobart City Council.

Please note – this first community information session is separate to the planning process and will not affect or influence the assessment of the planning application under the planning scheme. Any representations made during advertising of the planning application will be assessed under the planning scheme only.

Details of proposed development

Development of new women’s change rooms, accessible toilet, establishment of accessible site access, and supporting infrastructure.

Location: 6 Washington Street, South Hobart (South Hobart Oval, also known as “D’arcy St”)

The site is South Hobart Football Club’s home ground and the Club have been fortunate to play at this boutique site since 1910. The current ageing facilities reflect this long history. Existing facilities are dated, not fit for purpose or in keeping with community standards, safety and inclusive access requirements. In particular:

  1. The site does not comply with Disability Standards in terms of site access or accessible toilet facilities. As part of the project, adjustments will be made to the site to enable disability standard access to the site, and provision of accessible toilet facilities. This is a transformation for the site in terms of accessible use and provision of accessible facilities.

  2. There are no dedicated women’s change rooms currently on the site – which is challenging when there are games played back to back and when the Club runs joint training sessions.

Fundamentally this is a safety and wellbeing issue that needs to be addressed. The Club’s membership is growing and increasingly female, and the Club’s strategic plan includes a focus on increasing female membership and participation – including junior (6-12 years), youth (13-16 years) and senior females (17 years +). As a result the Club identified the requirement for improved facilities in particular dedicated female change rooms. The develop will support current and future participants (at the Club and wider sporting community), and demonstrates the Club’s commitment to female safety and wellbeing, participation and success, and improving the Hobart City Council owned community asset.

Background to process

D’arcy Street is public land (owned by Hobart City Council). Prior to submitting a formal development application to Hobart City Council (commonly referred to as a ‘DA’), the Club is required to obtain the Landowner’s consent (General Manager, Hobart City Council).

This initial consultation represents the required community consultation associated with an agreement between the relevant parties who enjoy the oval before lodging the planning (or development) application described above.

The Club understands that once Landowner Consent has been applied for and granted the usual planning application process will occur, including advertising the Development Application and provision of detailed Development Application information, with opportunity for public comment as per a usual Development Application process.
